JOB SUMMARY:
This position is located in the Federal Highway Administration’s (FHWA) Federal Lands Highway (FLH) Division, and supports the Division by supervising highway design staff in managing highway design services. The projects occur primarily on Federal Lands managed by other Federal agencies, such as the National Park Service and U.S. Forest Service and include a multi-state area. As a member of the Project Development/Delivery Branch, participates in the formulation of branch policies and procedures, development of business plans, and the development and implementation of initiatives to improve business delivery systems and processes.
The ideal candidate is a mid-career engineer with experience leading and/or managing the delivery of highway design projects from initial scoping through construction support, and maintaining frequent liaison with internal multi-disciplinary teams and a wide range of external stakeholders and partners.

As a Civil Engineer (Highway) Design Manager, you will:
- Provide leadership in the development and implementation of new policies, work processes, and process improvements.
- Supervise a staff of professional engineers and technicians engaged in highway design activities.
- Manage all highway design related responsibilities. This includes highway safety; value engineering; traffic data; development and maintenance of highway design policies and standards; and the development of plans, specifications, and estimates (PS&E’s), approval of design exceptions, and construction cost estimates.
- Participate in field reviews for line and grade, plan-in-hand, or miscellaneous other reviews as necessary to satisfy the concerns of the public or partner agency.
- Maintain frequent liaison with representatives of partner agencies, which generally are other State and/or Federal government agencies.

- Experience managing engineering design services, construction support, and technical assistance in highway improvement projects, engineering constraints, and/or tight timelines (e.g., developing Plans, Specifications, and Estimates (PS&E) packages and layout drawings for projects involving interstate, primary, urban, or Federal Lands’ roads and highways; reviewing contractor submittals; resolving construction issues; or addressing exceptions to design standards); AND
- Experience communicating with external stakeholders (clients, contractors, and suppliers) to resolve issues, such as context-sensitivity, sustainability and livability issues, safety, economics, environmental issues, or impacts to local landowners; AND
- Experience using highway-design software programs, including Computer-Aided Design (CADD) software and engineer’s estimating software

- Successful completion of a professional engineering degree at an accredited university or college.
- Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the
branches of engineering.
- Professional registration as an engineer.
- Evidence of Passing the Engineer-in-Training Written Test.
- Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as
described by OPM. - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
CONDITIONS OF EMPLOYMENT:
